ACCOUNT FOR OVER N2BN MISSING, LEAVE AMOSUN OUT OF YOUR INFRACTIONS, OGHA TELLS ODUSOLU

By Our Correspondent

Rt. Hon. Oluomo

The Ogun State House of Assembly has advised the former Managing Director of the State Property and Investment Corporation (OPIC), Barr. Babajide Odusolu to defend himself before relevant financial crime agencies over the missing N2bn.

Speaker, Rt. Hon. Olakunle Oluomo made the clarification while responding to the submissions of the Chairman, House Committee on Public Accounts and Anti-Corruption, Musefiu Lamidi and his Deputy, Abdul Bashir Oladunjoye, who raised the issue of media appearance of Odusolu calling out the Assembly over his indictment as contained in the audit reports submitted to the Assembly.

Oluomo, who explained that the audit report did not make any reference to the former Governor, Senator Ibikunle Amosun, advised Odusolu to leave the Governor out of the investigation, as the former MD remained the Accounting Officer during the period the infractions were committed.

The Speaker stated, “distinguished colleagues, I appreciate your concern that our rights and privileges have been breached by the person in question, by going to the press to start making comments, in any case, it is not in the character of the legislators to go into media war with anybody accused of going against the law of the land.

‘’At the same time, this House of Assembly will not go into media war with anybody for that matter, but for the purpose of explanation to the people, the State Auditor-General, acting under the power conferred on him by Section 125 of the 1999 Constitution of the Federal Republic of Nigeria (as amended), presented his reports to the House of Assembly; and the same constitution empowers the Assembly to go into that document and take necessary actions.

“In fact, when you look at Section 128 of the constitution, it empowers the House to expose corruption, waste mismanagement and others. That is why we later looked at the report, which found the man culpable in some instances, we invited him for the purpose of fair hearing to come and defend himself and he came and said a lot of things even before the camera indicting himself.

“For instance, Odusolu agreed thatN40m was spent in cash on site without records of spending, he was even indicting the former Governor that it was him that brought the money to the site for spending.

‘’The Corporation bought a land at a negotiated price of N514m from the Bureau of Lands, being a  government  agency to another agency, about three years after, he sold half of the same land at about N154m without valuation report. If a land was purchased for N514m three years earlier, even if he wanted to sell the land at a giveaway price, shouldn’t it even be to the advantage of the State? Worst case scenario, you will sell it at a price you bought it, instead of selling at aboutN254m he sold it for N154m”.

Speaking earlier, Hon. Oladunjoye had drawn the attention of the Speaker to clarify and inform the people of the State, on the Assembly’s functions in respect of oversights and compliance with financial regulations in the administration of public finance in Ministries, Departments and Agencies of government, including Corporations like OPIC.

In his submissions, Hon. Lamidi, while corroborating his deputy stated that the Assembly’s report was based on Auditor-General’s report on the Corporation between 2015 and 2019, its budget performance for the same period, the Corporation’s management representation letter, its bank accounts and financial statements for the same period, as well as financial regulations of the State.

He noted it was foolhardy for Odusolu to state that the Assembly lacked the authority to investigate the accounts of OPIC, the position he stated was contrary to the relevant provisions of the constitution.

It would be recalled that the Assembly had at its previous plenary received and passed a resolution adopting the report of its Public Accounts and Anti- Corruption Committee, which considered the 2015-2019 State Auditor-General’s report on OPIC and therefore called on the Financial Crimes Investigation agencies to investigate and recover into the State’s coffers, the unaccounted balance ofN2,579,771,717.71 which happened during Barr. Odusolu’s tenure as the Managing Director of the Corporation.

This was just as the Assembly also directed the former Managing Director to pay back the sum of N40m that was unaccounted for in Year 2019 into the State Government’s purse within six months from today.

The passage of the resolution was consequent upon the presentation of the report of the Committee on the consideration of the State Audit report on OPIC by the Chairman, Musefiu Lamidi, who equally moved the motion for its adoption, seconded by Oludaisi Elemide and unanimously supported by other lawmakers through a voice vote at the plenary presided over by the Speaker, Rt. Hon. Oluomo at the Assembly Complex, Oke-Mosan, Abeokuta.

According to the report, “the Committee also observed that the Audit report revealed that in 2019 after generating an income (including subventions and grants) ofN3,817,778,776.65 the Corporation expended a total of N1,197,182,579.27 and the balance is N2,620,596,187.38. The expected bank balance at the end of year 2018 was N685,194,035.01 and this brought the expected balance to the tune of N3,305,790,222.39 which was available to the Corporation.

Considering the Year 2019 bank balance sheets submitted to the Committee, the sum of N726,018,504.68 was contained in the Bank balance sheets and this represents an unaccounted balance of N2,579,771,717.71”.

The Assembly equally recommended the reversal of all transactions, including the 8.2 hectares of land at Isheri sold in favour of Rainerhill Internationals Services Limited, a subsidiary of Pesianas Group in the twilight of the last administration at the undervalued price of N164m, stating that it was not done in the best interest of the State; hence all relevant title documents issued in favour of the aforementioned company  in relation to the land was declared null and void, while the Corporation should retain the land ownership.

Also, the Committee declared that a retrospective legislative approval be secured for the expended unbudgeted sum of N881.5m, failure to which the Corporation’s erstwhile Managing Director, Odusolu was expected to refund same amount to government’s coffers within a deadline of six months, among other infractions.

The waterside of Ogun State is one of the very open flanks, one of our vulnerable points, because, there, we are contiguous with the Niger Delta. Every now and then, our people in the region are attacked from the waters and at times kidnapped. We’ve been dealing with that, but can’t do it alone. I will like to sit down with you on how best we can collaborate
in the provision of security for that riverine area. It is one of the areas that we are looking to bring investment to,” the governor noted.

While noting that his administration has just resuscitated the joint military operation otherwise known as OPMESA, Abiodun warned that any attempt to undermine the security of the state under his watch would be dealt with.

In his remarks, Rear Admiral Jason Gbassa, while noting that the objective of the OP WATSE was pipeline protection, added that in light of emerging security situation in the country, the scope of the operation was reviewed to cover the entirety of the South West region and was renamed as the Joint Taskforce, Operational WATSE, South West Region.

Gbassa who noted that the state would benefit more from the taskforce with more deployment, added that it is the determination of the command to have more presence so as to be able to curb criminal activities in the area.

On the Tongeji oil rich area, the Flag Officer said the command has a deployment of its men in the area and presently working towards scaling up its presence by physically setting up an outpost.

He added that with the presence of the command in the area, it would be difficult for any country to lay claim to the island.

MRS. SANWO-OLU LAUNCHES NOVEL INITIATIVE FOR THE BOY CHILD

…Pushes For UN’s Recognition Of International Boys Day

By Olufemilade Oyinade

Lagos State First Lady, Dr. Ibijoke Sanwo-Olu on Saturday launched a novel initiative championed by her office to see to the welfare, well-being and interests of the boy child.

The initiative, tagged: “The 21st Century Boy Child: Creating a Vision for Transformation,” according to a press statement by the Assistant Director of Public Affairs, Office of Lagos State First Lady, Mrs Olubukonla Nwonah, is aimed at ensuring that the boy child was not left behind in the scheme of affairs.

Speaking at the event which was attended by various stakeholders, the First Lady said it had been observed that the needed attention had not been given to issues of the boy child and that there was a strong need to correct the imbalance of the gender scale.

“One of the reasons we decided to embark on this initiative is that there is a cry out there that parents, knowingly and unknowingly, are putting a lot of emphasis and efforts on the girl child but seem to be forgetting that the boy child is equally important and we need to balance it.

“Even God created Adam and Eve (Boy and Girl); He didn’t just create Adam; there was a need to have Eve. And so, if we keep on talking about the girl child all the time and forget that the girl child is going to end up with the boy child at home as husband and wife, and then they will have children and then the circle starts all over again. The point here is that it has to be balanced,” Sanwo-Olu said.

She added that by the nature and perception of the boy child as being strong and resilient, the society tends to pay little or no attention to issues affecting male children.

“Even as we plan to commemorate the International Day of the Girl Child on October 11, we are of the strong view that the interests, welfare and well-being of the boy child too should be factored into the scheme of affairs.

“Thus, our Boy Child Initiative is aimed at focusing the searchlights on the challenges that boys are silently contending with, and proffer workable as well as actionable solutions. This initiative is simply about inclusion and ensuring that no member or strata of the society is left behind,” the First Lady said.

She also made a case for the full recognition of May 16 which is the International Boys Day by the United Nations.

“I know there are quite a number of people like me out there all over the world that have been pushing for the boy child initiative. It has not been recognized hundred percent by the United Nations, but I know with time when a lot of us push this initiative a little bit more, it will be recognized,” she said.

Giving further details on the initiative, Sanwo-Olu said participants from ages 9 and 17 who have already been selected from the five administrative divisions of the state namely Ikeja, Badagry, Ikorodu, Lagos Island and Epe would go through a one-week residential training, while parents from various groups and associations would also be lectured on how to handle the training of boy child.

She said some of the topics which would be facilitated by subject-matter experts included Security and You, Mental Health, Media Literacy and Responsible Use of Social Media, Counseling, Parenting, Family Values, Civic Responsibility, Entrepreneurship, Career Path Finding, Self-Esteem, Personal Hygiene and Etiquette, among others.

Other activities are Table Tennis Competition, Boy Bands and visits to historical sites and strategic organizations.

As part of the initiative, an awareness walk was held from Ikeja City Mall to Lagos House, Alausa Ikeja, with the First Lady, various NGOs and students selected from both the formal and informal sectors participating and displaying placards of various inscriptions such as “I stand with the boy child; stop neglecting the boy child; boys are important too,” among others.

The launch was attended by various stakeholders such as Nigerian Union of Teachers (NUT), Association of Primary School Teachers, Christian Association of Nigeria (CAN), Nasrullah-Fathih Society of Nigeria (NASFAT) Women Wing, Nigeria Institute of Building, Nigerian Society of Engineers, Nigerian Psychological Association, Nigeria Union of Journalists, Homes administered by the Ministry of Youth and Social Development and students from educational districts of the Ministry of Education.

Other groups in attendance were Iyaniwura Children Care Foundation, Purkiche Girl Child Foundation, Street Child Care & Welfare Initiative, Chosen Child Orphanage and Care Centre, Compassionate Orphanage, Child Protection Network and others.

NSCDC SET NEW ROADMAP AGAINST INDISCRIMINATE DUMPING OF REFUSE

By Bisade Ojoye

A cursory look at the Ogun State capital, Abeokuta, one would be accosted by the efforts of the State Government at creating an enabling environment through provisions of well constructed drainages, walkways, road medians, streetlights and a host of other good infrastructural amenities.

However, the carefree attitude of some road users who dispose wastes across these facilities to the extent that many drainages (gutters) in local parlance are being over flooded with waste plastics, nylons and other none easily degradable materials leaving the efforts of the government, towards its people, almost unappreciated and disregarded.

To this end, the Commandant, Nigeria Security and Civil Defence Corps, Ogun State Command, Abeokuta, Mr. Kolawole Taiwo has decided to set a roadmap for the cleansing of the wastes without causing much faceoff between the environmental officers and the people.

This was contained in a release today signed by Dyke Ogbonnaya
State Public Relations Officer for the State Commandant.

According to Taiwo, “The programme is going to be almost effortless as points where these materials would be dropped at a possible return of rewards for each show of citizenship and patriotism would be designated and allotted across the three senatorial districts in the State” he added.

He also added that an interface between the Ogun State Ministry of Environment, Ogun State Waste Management Agency (OGWAMA) amongst others would be set in motion to fast track this laudable ideas aimed at a better people, a serene environment and a culture of infrastructural maintenance amongst our people across homes, villages, communities, towns and our metropolitan cities.

The State Commandant also used the medium to caution all road users, passersby and every citizen of the State to ensure that they participate fully in the development of the State by helping to maintain the infrastructure provided by the State Government.

While appreciating the Governor of Ogun State, Prince Dapo Abiodun (MFR) and his team for the great and giant strides at improving the lots of all law abiding citizens and inhabitants of the Gateway State, Commandant Taiwo also appealed to the State Government on the need for more Hilux Vehicles to improve the operational capacities of the command as this would further enhance its intelligence, surveillance and strategic contributions to the security challenges in the State alongside the efforts of other sister security agencies.

“The two most important demands of the people from the government is welfare and security and to our utmost best as a command and as a team of well trained professionals, we would continue to offer our best at all times in terms of security while we are also assured of the State Government’s efforts at improving the welfare of the people of the State as it were” he intoned.
